Leroy is currently serving as Treasurer for the City of Watonga where he has been of service since 1959. In that time he has worked in various capacities from light and water commissioner to finance director, and was a fire fighter for 20 years. Leroy serves on the board of directors for the Oklahoma Municipal League; Pioneer Telephone’s Board of Trustees, Municipal Electric Systems of Oklahoma and Northwest Oklahoma Development Association.

Leroy has served on the OMRF Board of Trustees since 2002.
