John has been employed by the City of Bethany since 1988 and served as Finance Director until he was appointed City Manager in 2005. John began his career in public administration in 1980 with the Central Oklahoma Transportation and Parking authority as their Director of Administration and Controller. He is a member of the Oklahoma Clerks Association and Government Finance Officers Association, City Managers’ Association of Oklahoma and the International Association of City Managers. John received his Bachelor of Science Degree from Cameron University and his Master of Business Administration from the University of Central Oklahoma.

John has been on the OMRF Board of Trustees since 1998.
