Marcy has been with the City of Stillwater a total of 28 years where she has been the Finance Director since 1988. She has a bachelor’s degree in Organizational Administration from Oklahoma State University. Marcy is a member of the Government Finance Officers Association of the United States and Canada and the Oklahoma Municipal Clerks, Treasurers and Finance Officials and a graduate of Leadership Stillwater.

Marcy has served on the OMRF board of trustees since 1988. She is the vice-chair of the board and the chair of the Contracts Committee.
