Jay has been employed by the City of Broken Arrow since 1988 where he currently serves as the Finance Services Manager, and previously worked for the City of Sand Springs as the Deputy City Clerk for 2 years. Was appointed to serve from the community on the City of Sand Springs Personnel Board from 1989 to 2007, and serving as Chairman the last 4 years; has served as President of the Government Finance Officers Association and the Oklahoma Municipal Clerks, Treasurers, and Finance Officials Association; and has served on the Vo-Tech Advisory Board. He graduated from Southwestern State University with a Bachelor of Science in Accounting with a minor in Economics.

Mr. Heinrichs has been on the OMRF Board of Trustees since 1996 and is the Chair of the Administrative Committee.
